Shem Nyakutu

Shem Nyakutu is a seasoned public servant with over 30 years of experience in Kenya’s public sector. In 2020, he was appointed Secretary to the Directorate of Children Services under the Ministry of Labour and Social Protection.

He led the creation of the Directorate into 8 Departments, 8 Regional offices, 47 County offices, and 353 Sub-county offices, ensuring the provision of essential services to children. He is spearheading the implementation of the Children Act 2022 (CAP 141), launched the National Plan of Action to Tackle Online Child Sexual Exploitation and Abuse in Kenya 2022-2026, National Prevention and Response Plan on Violence Against Children in Kenya 2019-2023 and  the National Plan of Action to Combat Trafficking in Persons (2022-2027) among other programs. 

Currently, he serves as a board member of the National Council for Children Services and the National Council on the Administrative of Justice. Shem holds a Bachelor of Arts from the University of Nairobi, a Master of Science from the University of Maastricht and a Bachelor of Law from Mount Kenya University.
